I think defining vegetarian is pretty easy - you don't eat the flesh (or other actual body parts) of any animal. It is much harder to try and define vegan - are you a vegan if you still wear leather shoes? Are you a vegan if you keep companion animals? Are you a vegan if you accidentally inhale bugs?
But on vegetarians eating fish, as everyone else has said, it simply doesn't work. Again, as others have said, this doesn't mean we shouldn't embrace people who are already making a huge lifestyle change, and help them take it further.
